Restructuring of Ministries / Departments

Public Administration Reform (PAR)

The public administration reform is considered to be a very important structural change, undertaken by the Government. Within this context, the functional reviews of the Ministries and their affiliated organizations, as well as sectoral studies of the Constitutional and Independent Services, are being promoted.

Restructuring in the Public Sector

A number of studies have already been conducted, and specifically the functional reviews of all Ministries, and their affiliated organizations, while the studies covering the Independent Services are currently ongoing. It is expected that by early 2016, all the functional reviews for the public sector will be concluded.

Based on the sectoral studies and the recommendations of the experts, the relevant options are examined by the Government, in order to reach to political decisions, for the preparation of the Action Plans, including actions and timetables for the implementation of the reform plan in each Ministry/Organization.

The scope of the functional reviews is to set out policy options which will contribute to the rational and efficient operation of the public organizations, guided by their strategic goals and the overall government policy. Within this framework, the role and organizational aspects such as the structure and staffing levels of Ministries/Organizations are, among others, examined and recommendations on mergers or groupings of departments, transfer of responsibilities between ministries, might be expected that will omit possible overlapping and will create consistency and efficiency gains.

The public administration reform is an ongoing effort which entails the active involvement of all stakeholders in changing the culture, particularly within the public service.
