Better Regulation refers to the improvement of the regulatory framework and is promoted by the government of the Republic of Cyprus in the Growth Reform framework, while it has also been set as a major priority by the European Commission. Better Regulation aims at better governance, as well as at the modernization and improvement of the state’s efficiency in the way it functions and in its role as a provider of public services.
Both the institutional and regulatory framework in Cyprus face a number of weaknesses/bottlenecks which hinder the country’s potential as an attractive destination for business activity and the effective provision of services to citizens. In some sectors, the regulatory framework is very restrictive and/or anachronistic while the weaknesses of the existing framework in specific industries act as an impediment to their growth potential.
Better Regulation therefore aims at simplifying procedures and legislation by repealing those that are obsolete, to reduce the administrative burden placed on citizens and businesses in their dealings with the state and the public service itself.
For this purpose a comprehensive Action Plan for the improvement of the Regulatory Framework in Cyprus (only available in Greek), was approved by the Cabinet of Ministers on 29/10/15 and includes modernization and simplification measures in specific areas, including e-government related actions.
Through the Action Plan, the following actions are promoted:
- Reduction of administrative burden and simplification of procedures
- Better legislation
- Impact assessment of new legislation
- Improvement of the regulatory framework for businesses.
